NEIGHBORHOOD STABILIZATION PROGRAM 3 (NSP3)

Previously the Essex County Division of Housing & Community Development submitted an NSP 3 Substantial Amendment to the U.S. Department of Housing and Urban Development, which was approved on March 16, 2011.  The Essex County Division of Housing & Community Development is amending this plan to reflect the change in use from Eligible Use B in the amount of $1,666,786 to Eligible Use E: Redevelopment.  The Essex County Division of Housing & Community Development had developed a proposed Substantial Amendment to the 2010 Consolidated Action Plan and published it on February 12, 2011. The Substantial Amendment addresses how the County will manage the third round of Neighborhood Stabilization Program (“NSP3”) funding from the U.S. Department of Housing and Urban Development (“HUD”).

The revised substantial amendment to the Consolidated Action Plan will be available on the Department website as of September 20, 2011, at http://www.essex-countynj.org/and for public review at the Essex County Division of Housing and Community Development, located at 20 Crestmont Road, Verona, NJ, 07044, Monday-Friday, 9:00 a.m.-4:00 p.m. The public review period ends on Tuesday, October 4, 2011. The Annual Action Plan Substantial Amendment allows the County of Essex to use NSP 3 funds for eligible costs associated with acquisition, resale, down payment assistance, redevelopment of demolished or vacant properties, and administration.  The NSP3 funding allocation is proposed as follows:
1.      $1,203,790 for the redevelopment of foreclosed single- family residential properties to low- to moderate-income households (incomes that range from 50% to 120% of the Average Median Income);
2.      $462,996 for the redevelopment of residential rental properties (either scattered-site, single-family housing, or an apartment complex) to address the housing needs of very low-income households (incomes that are 50% or less than the Average Median Income);
3.      $185,198 for County administration of NSP3 (Max. 10% of allocation);
